Pr Mokhtar SELLAMI, is in charge of Technological Development and Innovation in the Directorate General for Scientific Research and Technological Development since 2012.
Previously (2008-2012) he was in charge of research programming, evaluation and prospective studies at the Ministry of Higher Education and Scientific Research. He assumed different official partnership in bilateral scientific cooperation (High Level Policy Dialogue (EU-Africa), Algeria – European Commission, African ministerial conference on science and technology).
He set up the Pan African University hub of water science and energy in Algeria, and initiated many international cooperation programs with African and European countries. He has good experience in the definition of the content and evaluation of national research programs in agriculture, water, renewable, energy and ICT, and get experience in the valorization processes of research projects, and implementation of startups. He holds the doctorate in computer science at the University of Grenoble (France) in 1980, and the State doctorate in artificial intelligence in Algeria, in 1990. He supervised 94 Ph.D students’ thesis and published more than 100 scientific papers and reports in the areas of computer science and its applications (multi-agents systems, collaborative platforms, pattern recognition, knowledge engineering, logic programming). Recent publications are “ Adaptive Semi Supervised Support Vector Machine Semi Supervised Learning with Features Cooperation for Breast Cancer Classification”, Journal of Medical Imaging and Health Informatics 6 (1), 53-62, and “An investigation into whether learning performance can be improved by CAALDT” in Innovations in Education and Teaching International, 1-8.
He is member of Scientific Steering Committees of several Research Networks, and initiated numerous international conferences including the African Conference on Research in Computer Science and Applied Mathematics (CARI), the Maghrebian Conference in Processing Systems (MIPS) and many workshops dedicated to computer engineering. He published many technical reports on Science, technology and Innovation management and valorization of scientific laboratory research products.
